Harvey was born March 14, 1933 in Oxford, Wisconsin to Jesse and Alice Frazer.

Harvey married his wife of over 40 years, Lucy Hale on January 12, 1981 in Adams County, Wisconsin.  Together they continued farming on their farm near Oxford.  He also did custom farming and hauled stock for a local meat market.  Harvey hauled machinery and was always willing to help his friends and neighbors.  Most recently, He and Lucy raised Belted Galloway Cattle.

Harvey enjoyed restoring antique Case tractors, spending time with his dogs, hunting, and collecting Case toy tractors. He also enjoyed being a 4-H leader for 15 years and was a superintendent of Sunday School at Davis Corners Church.

Harvey was preceded in death by his parents, Jesse & Alice Frazer; grandson, Bucky Robinson; brother, Harley (Carol) Frazer; sister, Helen (Bert) Schwingle and son-in-law, Jim Ryan.
